The Hague Circle - Internation Council for Steiner/Waldorf Education was founded in 1970 by Ernst Weißert (DE) and Wim Keuper (Vrije School Den Haag).

The worldwide spread of Waldorf schools and Waldorf kindergartens accelerated during this time, creating the necessity to discuss fundamental questions of how they conceived of themselves. 

In the first years of its existence, the International Council for Steiner/Waldorf Education was primarily a European forum and was significantly shaped by the representatives of the German Waldorf schools.

As a result of the endeavours of Jörgen Smit, the head of the Pedagogical Section of the School of Spiritual Science at the Goetheanum in Dornach, the collaboration with the School deepened and the leadership of the Forum gradually passed over to the head of the Pedagogical Section. It is due in particular to Christof Wiechert, who was head of the Section from October 2001 to December 2010, that the still strongly Eurocentric Forum truly turned into a representative international forum in which today teachers from more than 30 countries work together.

The Council is led by an elected body. 

In November 2011, the International Council for Steiner/Waldorf Education for the first time gave itself its own legal form in the shape of an association under Swiss law with its registered office in Dornach, Switzerland.
